Partnering for Progress, Equity, and Efficiency in Salem

One of the oldest communities in the nation is embracing a forward-looking vision that places clean energy and equity at the heart of its future, building a more sustainable Salem for everyone. Through municipal leadership, community partnerships, and public education, the city is making real progress toward a cleaner, healthier, and more inclusive tomorrow.

Salem has renewed its participation in the Mass Save® Community First Partnership for another three years!

As the first city to sign onto the Community First Partnership back in 2022, Salem continues to demonstrate their commitment toward a sustainable future.

This initiative, supported by local Mass Save Sponsor, National Grid, allows the City to help residents improve the energy efficiency of their homes while reducing environmental impact, managing energy costs, and increasing home comfort.

Progress Report: Building a Sustainable Salem, One Home at a Time

To achieve its sustainability goals, the City of Salem has partnered with HomeWorks Energy, a long-time Mass Save® partner, to bring residents no-cost Home Energy Assessments and no- or low-cost home upgrades that reduce energy use and improve home comfort.

Since launching the effort in 2022, Salem residents and HomeWorks have completed:

  • Over 1,200 no-cost Home Energy Assessments
  • 430 residential insulation projects
  • 55 heating and cooling upgrades
Sustainable Salem, MA

These improvements are making Salem homes more comfortable and resilient while also contributing to a more sustainable community. But we’re not done yet. Reaching community-wide climate and energy goals depends on continued participation from residents like you.

Providing Energy Efficiency for All

A key focus of the initiative is equitable access. Efforts are specifically designed to reach renters, income-eligible households, and non-English-speaking residents—groups that have historically faced more barriers to energy efficiency services. By partnering with HomeWorks Energy, Salem is helping homeowners and renters alike make meaningful upgrades to their homes and their lives.

These home improvements also support a bigger mission: Reducing emissions and protecting the environment.

Energy efficiency is a critical part of the City’s climate action strategy, improving quality of life now while preserving a livable future for the next generation.

Raising the Bar for a More Sustainable Salem

On July 1, 2024, Salem adopted the Massachusetts Specialized Energy Code, setting a higher bar for new buildings, including requirements for high-performance design, solar readiness, and pre-wiring for electrification. It’s another major step toward the city’s goal of using 100% clean, renewable energy by 2050.

As we look to the future, your involvement matters. Whether you rent or own your home, you can join the movement by scheduling a no-cost Home Energy Assessment. It’s a simple step that makes your home more efficient and comfortable while helping Salem build a cleaner future.

The Beverly and Salem Energy Challenge

In partnership with the neighboring City of Beverly, Salem launched the Beverly and Salem Energy Challenge in 2022. The two communities are not only connected by bridges; they are united in their commitment to energy efficiency and emissions reduction.

Through this initiative, backed by National Grid and supported by HomeWorks Energy, residents are encouraged to complete no-cost Home Energy Assessments and pursue weatherization and heat pump upgrades. The challenge aligns with the cities’ shared goal of cutting greenhouse gas emissions from buildings by 50% by 2030 by homes more comfortable and energy-efficient.
