Lower Your Year-Round Energy Costs
The Towns of Billerica and Chelmsford are working with Mass Save® partner HomeWorks Energy to encourage home energy efficiency and expand access to Mass Save incentives.
Through this initiative, residents can access a range of energy-efficiency services and incentives, including weatherization improvements and high-efficiency heating and cooling technologies.
Start with a No-Cost Home Energy Assessment
A Home Energy Assessment provides a comprehensive review of your home’s energy performance. During the assessment, a qualified Mass Save program vendor will identify opportunities to improve efficiency and reduce energy use.

75-100% off recommended insulation upgrades (eligibility-dependent)

Rebates of up to $8,500 for heat pump systems (higher incentives may be available for income-qualified households)

No-cost, energy-saving items such as programmable thermostats and water-saving devices
Discounted Electricity Rates Available for Heat Pump Owners
Beginning November 1, 2025, National Grid is discounting electric rates for residents who heat their homes with heat pumps. This seasonal rate applies to electricity usage from November 1 through April 30 to help offset energy costs during colder months. If you received a heat pump rebate from National Grid through Mass Save, you may be automatically enrolled in the heat pump rate after November 1, but please check with National Grid to ensure you are registered.

- 782 Home Energy Assessments
- 216 weatherization projects
- 148 heating and cooling system upgrades
Residents are encouraged to participate in available programs to help reduce energy use and support community-wide sustainability efforts.
What to Expect from a Home Energy Assessment

We’ll work with your energy efficiency service provider to get approval for the Home Energy Assessment. If we need more information from you for the approval, we’ll call you within 24 hours.

Your Home Energy Specialist will be at your home or will call you at your scheduled time and will begin your Assessment. (Virtual takes 90 minutes and in-person can be up to 2-3 hours.)

You will learn how your home consumes and loses energy and you’ll receive a custom home energy report, along with other recommendations to save like insulation or air sealing upgrades.

You get access to all eligible benefits like 75%-100% off insulation, 100% off air sealing, 0% financing, up to $16,000 in heat pump rebates, and no-cost items.
Do You Qualify?
You must live in Massachusetts and be a customer of National Grid or Eversource.
You must own or rent in a single-family home or building with 4 units or less.
